PUBLIC ALARMED. PRECAUTIONS AT GIBRALTAR. (Received November 3, 9 a.m.) LONDON, 2nd November. The King gave an audience to Count Benckendorff, the Russian Ambassador, for twenty minutes. Count Benckendorff had an hour and a half's interview with Lord Lansdowne, Minister of Foreign Affairs, on Monday night, revisiting him yesterday afternoon. Mr. Balfour and Lord Lansdowne conferred most of the day. Lord Selborne (First Lord of the Ad*miralty), Admiral Sir John Fisher (Senior Naval Lord), and Prince Louis of Battenberg (Personal A.D.C. to the King) were present. Mr. Arnold-Forster (Secretary of State for War) visited Lord Lansdowne. The public is alarmed at the apparent tension. The official communique, whileallaying the present excitement, is considered disappointing, owing especially to the non-detention of Admiral 'Rozhdestvensky, who is the chief witness. The officers detained to give evidence at the enquiry are Ca.ptain Plado, belonging to the flagship, Captain Otto, Lieut. Ellis, and a senior officer whose name is at present withheld. Two companies of the Warwickshire Regiment are on duty at the commercial mole at Gibraltar. Wagons of ammunition aa-e fiequently crossing the streets. All the quickfiring batteries are manned and the searchlight stations are strongly guarded. The warships patrolling the strait-s include the Boomerang and Ringarooma. LIBERAL PARTY'S CONGRATULATIONS. (Received November 3, 9 a.m.) LONDON, 2nd November. The Right Hdn. H. J. Gladstone, Liberal member for Leeds, speaking at Newcastle, said the whole of the Liberal Party congratulated the Government on uphold•ing the country's just claims and committing the matter to an international tribunal.
