LEGISLATIVE COUNCIL. The Legislative Council met at 2.30 p.m. WELLINGTON CITY LEASES. After formal business the Wellington City Leasing Bill was further considered in Committee. A discussion at once ensued upon the drafting of the first operative clause. * (Left sitting). The Hon. T. K. Macdonald will move various amendments to the Wellington City Leasing Bill, the most important being that that, in the event of the sur-' render of leases, the lessee who takes up a new lea*e without any building conditions shall pay a rental during a period equal to the unexpired term, of the old lease, equal to eight times (instead of four times, as suggested in the Bill) as large as the rental reserved by the surrendered lease. HOUSE OF REPRESENTATIVES. The House met at 2.30 p.ni. A petition was presented by I'.ir. Hogg protesting against the passing of the Masterton Trust Lands Trust Empowering Bill. Notice was given by Mr. Field to ask if the Government will appoint competent women to instruct native mothers, in the" care of their children — a matter referred to by Dr. Pomare in his annual report. (Left sitting.) APPOINTMENT OF TEACHERS. The Premier was asked by Mr. Baume this afternoon, if he was aware that the Mariborough Education Board is appointing teachers from year to year only. In answer, the Premier >-eplied that the Government could not take the responsibility of giving interpretations of statute law. If 6ho Boa'-d was acting as represented, it wav to be feared that the results would be prejudicial to the best interests of the district. The matter of the purchase of the Manawatu • Railway has not been considered since the last offer made by the Government was refused by the company.
