CITY COUNCIL.

* The fortnightly meeting of the Wellington City Council was aeld last evening. Present: His Worship the Mayor (Mr. J. G. W. Aitfcen), and Councillors Smith, Barber, Witshiro, Godber, Cohen, Keene, Jorgensen, Frost, Evans, M'Laren, Luke, Devine. The Council adopted the bylaw prohibiting the distribution of handbills in the streets. The Council confirmed its previous resolution striking rates for the purpose of securing interest and sinking fund on the loans of £77,000 and £33,500 for tramways and street^ works in the Melrose Ward of the City. • The Bylaws, Fire Brigade, and Lighting Committee recommended : — That the decision to appoint an express stand in Victoria-street be adhered to, horses' heads to face westerly ; that a stand f«r four expresses be fixed on the north side of Ingestre-street, above Cuba-street; that a committee be set .up to enquire into the nzunes of the streeV in Greater Wellington, with a view t taking ibc necessary steps to prevent :"^e duplicating of same with names of -k.y street * ; and that application for lair*;, at Evelyaterrace, Brooklyn, and tbr. brack froi.i Hall-street, be not granted. The Chairman of the Committee (Councillor Izard) said the Committee, whL* deciding (though not unanimously) that it could not fall in with the desire of Cubastreet tradesmen to remove the express stand from Victoria-street, had endeavoured to meet their' requirements by putting a four-express stand in Ingestrestreet to meet the convenience of Cubastreet tradesmen in the vicinity. Prevention of duplication of names of streets was necessary, especially in view of the fact that Melrose Ward was being atonce incorporated in the city. Councillor Smith seconded. Councillor Godber opposed the Ingestre-street stand, and his objection was met by the Committee withdrawing the Ingestre-street proposal, and substituting a four-express stand "on the south side of Glmznee-street, west of Cuba-street." The report "as amended was adopted. On the recommendation of the Finance Committe it was resolved : — That the action of the Town Clerk in effecting certain insurance" in connection with tho Fire Brigade service be approved, and that the claim of Mr. E. Tonks in connection with an accident resulting in the loss of his horse be settled by payment of £62 Is. On the recommendation of the Legislation Leaseholds Committee, it was resolved : "That the Council consent to the course advised by the City Solicitor in respect to the transfer from Kobler and others to the Council of a small piece of land at Island Bay." i The Public Works Committee recommended : That the matter of coke fires I in the rooms and strongrooms of the | Town Hall be left in the hands of the officers to arrange ; that the design and ! price for the desk for Mayor's dais subj mitted by Mr. H. Fielder be approved ;

that the application of Mr. H. Doorey for permission to erect a hoarding for advertising purposes at Oriental Bay be not granted ; that three months' notice be given to the person using the track through the Waterworks Reserve, Karori, that the Council propose to close the same ; that no further action be taken with reference to the formation of a footpath at Wright-street, Vogeltown; that Mr. R. H. Froude, Auckland, bo informed that the Council do not intend to advertise in or upon the electric tramway cars; that the application of the Education Board for a tramway pass for its Truant Officer be referred to the Tramways Committee for a report; that Messrs. Brandon, Hislop, and Johnston be informed that the Council cannot approve of the plan of sub-dividing sections 64 and 65, Thompson-street, and that building permits must be applied for in the usual way; that the request of Messrs. Palliser and Jones that the Council take over their roads at Roseneath be referred to the City Engineer and the City Solicitor for a report; that the City Engineer repair the damage at the Wainui Waterworks caused by the late storm ; that Mr. J. F. Mills be- informed that the Council cannot recognise any claim ior accident to horse, alleged to have been caused when crossing Lamb-ton-quay; that the application of Messrs. Bethune and Company for repairs to Major Gascoyne's premises, Adelaideroad, be not granted; that authority be granted for the purchase of a portable engine for stone-crusher at Maranui quarry, at an estimated cost of £450. The report was adopted. In r^ply to Councillor Eeene, the Mayor said that the nuisance caused by straying cattle in the Melrose Ward, particularly Brooklyn, was being attended to. , On Councillor Frost's motion it was resolved : "That a return be prepared snowing the amount of revenue received, and to be received, from the general rates and library rates, also lidenso-fees from the Melrose Ward from Ist April, 1903, to 31st March, 1905. The return not to include loan moneys, charitable aid, or sanitary rates. Also the amount of expenditure and present liabilities, including overdraft, lor the late Melrose Borough up to 31st October, 1904."
