MISHAP TO A CRUISER.
(Received October 4, 8.54 a.m.) LONDON, 3rd October When leaving Kronstadt the cruiser Orel ran on a sandbank. She was refloated, and returned to the harbour. Admiral Bireff, the port commandant, has issued a reprimand censuring the commanders of the warships in the vicinity for not rendering assistance.
