HARBOUR BOARD.
A specinl mooting of tho Wellington Harbour Board was bold yostorday afternoon, and tho additional bylaws, as printed, woro adopted and passod, and Iho seal of tho Board ordered to bo affixed thereto. Tho now bylaws come into force on Ist October. Tho ordinary meeting of tho Board was bhon held. Prnaont : Mossrs. W. Cablo (Chairman), F. 11. Frasor, M.L.C., W. Wood, F. Townsond, H. Beauchamp, Median. • Tlio balance-sheet showed : Current account, credit balance, £4218 13a 3d ; imprest account, credit balanco, £830; on fixed deposit, £14,000. Payments — Accounts and wages X/dUll 5a 7d, progress and final on accounts £2198 0s Bd, salaries foT September £674 13s sd, total £12,789 19s Bd. Leave of abeenco was granted to Mossrs. C. E. Danioll, D. Nathan, and T. jv. Macdonald. Tho Whorvea and Accounts CommiUco recommended the Board : — 1. To agree to tho proposal of the City Council that tho Board should pay half the, cost of laying a drain from Waterloo-quay to Foothorston-strcet for tho purpose of connecting tho Board's proposed now building wifch tho drainago systom of tho city, but with tho proviso that a limit to tho cost bo arranged between tho Engineers of tho Council and of tho Board ; 2, to consent to> a party-wall ngrcomout between Messrs.' S. Ltiko and Co., Limited, and tho adjacont section holders on tho Graingor-stroet block, providing that its terms aro approved by tho Board's solicitor; 3, to consent to tho issuo of a foreshore license to Messrs. Macarthy, Dawson, and Powoll for tho oroction of a jotty with staiths thereon at section 58, Pcncarrow Survoy District, on the eastern side of tho harbour for tha shipment therefrom of stone, sand, and gravel to bo obtained from sootions 54, 56, and 58: tho term to bo for 14 yoars at an annual rental of £10 10s : tho structure to bo of hard wood to designs to bo approved by the Board's Bngmeor and tho underwater portions to bo shoathod with yellow metal : ■ tho wharf only to bo used for tho shipmont of matortal to or tho landing of matorial from within tho harbour : half wharfage rates to be charged on all materials, other than stono, sand, and gravol from soctions 54, 56, and 58, landed on or shipped from tho wharf j 4, to approvo of the construction by tho Potono Borough Council of tho proposed now outfall drain in timber on tho Council entoring into an agreoment to provide for its maintonanco and to rohovo tho Board of liability in respoct to its oxistence, and to undertake that no sewago or deletorious materials will bo discharged through it into tho harbour. Tho report was adopted. It wna suggested that at tho end of tho Parliamentary session tho Board should consider tho advisability of holding its meetings on Thursday inetoad of Monday.
