The third reading of the Lmul Drainage Bill was moved by the Attorney-Gen-eral. After brief debate, the Bil. wan recommitted, on the motion of the lion. U. Feldwick. In Committee tho Hon. H. Feldwick moved to amend the clause relating to bylaws of Drainage Boards by substituting the regulation of the overflow of artesian wells into drains in lieu of the prevention of auch overflow, ns a matter upon which the Boards should legislate. The Hon. 11. Feldwick's motion was defeated by 16 volea to 5. On the motion of the Hon. J. E. Jcnkinfcon, the clause was amended to provide that Drainage Boards may make bylaws preventing or regulating thu overflow of nrteaian water into drain.s The Bill was reported with amend' mont, and the Couucil roauat 4.20 p.m.
