THE TIME EXTENDED. AMERICAN COMMANDER'S ACTION.
(Received August 23, 9.24 a.m.) LONDON, 22nd August. Tho Taotai at Shanghai has extended the Askold' s and Groeovoi'e time till noon of the 23rd. Tho Askold cannot cross the bar this week owing to the low tides. Admiral Stirling, who is in command of the American fleet, has determined that the Japanese must "n.ot interfere with tho Askold and Grosovoi, and has* offered to^ escort them three miles outside. Tho Staudard, commenting "on tho affoira at Shanghai, complains of the apparent masterly inactivity displayed in dealing with tho situation.
