Admiral Lord Wulter Talbot Kcrr, Lord of the Admiralty, who is retiring in October, is to l>u promoted to tbo ri/nk of Admiral of the Fleet. It is also announced that Admiral Sir John Arbuthnob Fibber, Commandor-in-Clilcf nt I'ortsmoulh, will succeed Lord Talbot as Senior Naval Lord of^tiic Admiralty, and tluit Admiral Sir A. Douglaa succeeds Sir J. A. Fisher. Admiral Ucorgo Bosanquet succeeds Admiral Douglas. Admiral Lord W«llcr il'?rr, G.C.8., has been Senior Naval Lord of the Admiralty since 1899. Ho was bom in Scotland in September, 1839, and is the fourth son of tho seventh Marquis of Lothiitn. Ho ontorod the Navy in 1853, and scivcd in tho Baltic 1054-55, and was nrosent with tho Naval Brigade -at tho refiof of Lucknow, lie has commanded tho Mediterranean and Channel Squadrons. Admiral Sir John Fisher, who now becomes First Navul Lord, has seen much service, and is one of the moat striking flgure.i in tho Navy. Ho was horn in xoil, and entered tho Navy at tho ago of thirteen. Since then he has taken pint in tho capture- of Clinton and tho Peiho foils ; served in tho Crimean. War ; in tho China War of 1860; and hi tha Egyptian War of 1882, when he commandod tho Inflexible nfc Alexandria. T£e was Commandor-iu-Cliief of tho North American Station from 1897-99, and of tho Mediterranean Station fiom 1899-1902. Sir John Fisher was a delegate to the Haguo Peace Cnnfei'cnco of 1899. Vice-Admiral Sir Archibald Douglas has been Comnmndcr-in-Chiof of the North American and W<>st Indies Station binco 1902. He was born in Quebec in 1812, and has served with tho Naval Brigade up the Congo and Gambia rivers. For two years he vwh Director of the Japanese Imperial Naval College, and was formerly Coinmandcr-in-Chiof on the East Indies Station. Admiral Bowinnueb has been Conservator of tho Kiver Thames since 1895. He whs born in 1835, nnd hast seen service in the Ciimcan, China, nnd Egyptian \vni"s.
