Lord Tweedmouth, in a letter, btatcs that although the fiscal question must be the main one at by-elections, there ah> blots on the Government record so black that it is impossible for thorn to escape notice. Mr. Justice Kennedy, on the King's Bonch, decided that newspaper proprietors' rejection of an advertisement on the ground that it is a misututement of fact is justified. IRISH LAND ACT. (Received December 23, 7.40 a.m.) LONDON, 22nd December. Mr, Justice Ross, in the Land Judges' Court, at Dublin, decided, contrary to the, intention of tho authors of the Land Act, 1903, that a tenant for life mußt not appropriate the bonus to owners, but must hold it also for all others who took land under settlement. The decision removes in tho coses of many landlords the strongest inducement to sell. An amending Act is now probable, with the co-operation of the Nationalist! Party. PANAMA CANAL TREATY. WASHINGTON, 21st December. Fearing Senator Gorman would induce Democrats not> to ratify tho Panama. Canal Treaty, the United States Government has deferred voting in the Senate until tho Christmas holidays are over. THE COTTON TRADE. LONDON, 22nd December.
