After emphasising the influence of railways, electricity, organisation of labour, and exercise of the suffrage, Mr. Chamberlain declared that the condition of the country in the early forties was due to many causes quite independent of the tariff, as shown by the immense prosperity of such countries as Germany arid Sweden, where the tariff had been utilised for the increase of employment of workers.
