Advices from Brussels stale that the Boer Generals are submitting a memorandum to Mr. Chamberlain asking for financial support to the extent of four millions, in additioD to the eight millions already granted. The Berlin correspondent of the Daily Express says that General De Wet's book on the war charges the Boers with cowardice, lack of discipline, and disgraceful treachery.
