A BLOW AT THE CIVIL SERVANTS. THE VACANT GOVERNOR-GEN-ERALSHIP.
(Received November 14, 10.33 a.m.) MELBOURNE, This Day. There is much indignation amongst Civil Servants at the Government's proposal in the Reform Bill to give them special representation in Parliament by two members in the Lower House and one in the Council. They strongly oppose this sectional representation, and urge that it is actuated by vindictiveness at the result of the combination of Civil Servants and the Labour party ab the elections. Tho names of the Duke of Somerset and Lord Wind-sor are mentioned in connection with the vacant Governor-Gen-eralship,
