A CASE FOR ARBITRATION.. [press association.] LONDON, 13th November. Router's Agency states that at China's request the Powers will submit to the Hague Arbitration Tribunal the question of whether a gold or a silver basis shall be fixed for the payment of the Chinese indemnity. Germany has consented to tho proposal.
