MEETINGS OF THE DELEGATIONS. THE SITUATION IN THE BALKANS fPBEBB ASSOCIATION.! (Received May 9, 9.30 a.m.) VIENNA, Bth May. Tho Emperor Francis-Joseph, in his Speech to the Delegations at Pesth, stated that friendly relations continued with tho rost of Europe. Tho agreement with Russia in regard to the near East was particularly calculated to strengthen tho cause of peace and order in the Balkans. Count Goluchowski, Imperial Minister for Foreign Affairs, addressing tho Austrian Delegation, said a renewal of the Triple Alliance was impending. He described tho dual agreement between Franoo and Russia as a highly valuable complement. The Minister eulogised the Anglo-Jap-anese Treaty and the subsequent FrancoRussian agreement, which were equally 'pacific, and also alluded to the separate specific understanding between, Italy and Franco. If, continued the Foreign Minister, despite warnings to Turkey, Bulgaria, and Servia, a policy othor than the mainttenanco of tho status quo in the Balkans ■wa« pursued, it would be necessary for the combined strength of Austria and Russia to cope with the- danger, and the agreement between them would enable tmem to effect a settlement satisfactory «to both.
