CITY COUNCIL,

An ordinary meeting of the City Council was held lust night. Tlieie wero prcsoiH — The Mayor (Mr. Aitkcn), Councillors Devine, Luke, Winder, Godber, Tol« hurst, M'Lnrcn, -«-vans, Nathan, Murdoch, and Barber. A letter ft 0111 the Upland Faun Syndicate asking for water and drainage for its property was referred to tho Greater Wellington Committee. Mr. E. H. Stevenson wrote applying for permission to hold an entertainment in the Exchange Hall on Sunday evening. The matter was Jeft in the Mayor's hands.

FINANCE COMMITTEE. The Finance Committee recommended — 1. That the- amended demand by the Wellington and Wairarapa Charitable Aid Board (£1649 8s 6d for thn year) in lieu of £1523 6s lid), be admitted ; (2) that the matter of letting, the land at the corner of-Featherston-slreet and Pananjastrect be held over till the tenders for erection of the Town Hall have been considered ; (3) that the seal of the Corporation be attached to the deed of agreement between the Corporation and Kichard Cautley with respect to the services of the Firo Brigade at the ship Jessie Osborne. The report was adopted.

WORKS COMMITTEE. The Works Committee recommended— That the application of Messrs A. J. M'Tnvish and Co. for a permanent grant to private right-of-way off Mansfieldstreet, instead of for a term of 21 years as at present, be agreed to on certuin conditions which must;, be registered against the title ; that the water cabin at Wordsworth-street be moved from the 'north to the south side of the street ; that the application of Mr. H. *J. 11. Blow for a ickiining wall at Hall-street, be not acceded to ; that proceedings he taken against the person or persons responsible for the nuisance caused by smoke from the chimneys of brickworks on the west side of Upper Adelaide-road ; that the fence at Mr. A. Downes's premises on the west side of Epuni-street, adjoining the Town Belt, be allowed to remain where it is on Mr. Downes signing the usual form of acknowledgment ns to encroachments, and that steps bo then formed to give access to his premises ; that Messrs Luke and Cooper be permitted to construct a private Btreet in continuation of Kenwyn-terraco to the northern boundary of town acre 950, making J tho street 66ft wide, 50ft of it to be formed and metalled and the remainder to bo grassed (this consent to be subject to tho specifications and details being approved by the City Engineer) ; that the owner" of Kenwyn-tervace be called upon to form Jjc snme immediately to the satisfaction of the City Engineer, m accordance with deposited plans and ngi cement, and failing this that tho bondsman be called upon to construct same; that (he footpath in front of the premises of Messrs M. Smith, T. V. V enables and H. Claik, Coromundel-sticel, bo formed in consideration of those gentlemen having agreed to give ujy, without compensation, a strip of land 3ft 3m wide from the front of their property required to enable the formation to be carried out; that consent be granted to Mr. F. W. Petheiiek to erect one house upon land at town acre Ao. 429, Oriental Bay. The report was adopted.

LIGHTING OF STREETS. The Electric Lighting Commit teo recommended — That new lamps be erected as follows: — Tho centre of Tennysonstreet; tho new street off Broughamstreet, adjoining tho Wellington College grounds; Green-street, off Riddifordstiect; Footseray-avemie, oft; Abel Smithstreet; tho cost of lighting (£3 10s per annum) to be paid in advance by Mr. T. B. Jobson ; that tho arc lump at the Tramway Sheds, Adelaide-road, be light* od during tho same hours as the street lamps, and that the additional cost bo debited to tho tramway account.

TH^ PUBLIC LIBRARY. The Library Committee's recommcndntious, us follows, were agreed to: — That the alterations to the Central Library accoiding to plans submitted by, the City Engineer bo carried out ; that the following tenders be accepted :— (a) Supply of books, Messrs S. and W. Mackay*; (b) supply of periodicals, Messrs Whitcombe and Tombs ; (c) binding (lending library), Messrs Mowles and Thyne ; (d) binding (reference library), Messrs Whitcombe and Tombs ; that accounts amounting to £111 5s 9d be passed for pay-

CITY RESERVES. The City Reserves Committee reported that it gaye leave to Jupp's Band to perform at the Basin Reserve on Sunday, 6th April, at 3.30, and it would report on the general question after its next meeting ; that it had instructed the Town clerk to see to the preparation of a deed of conveyance of the notch of land at the entrance to the Queen's Park, which Mrs. Tolhurst has given up for purposes of the roadway ; that no further action be taken with respect to the proposed oxchange of lands with Mr. James M'Kenzie at Karori. The report was adopted.

MISCELLANEOUS. Councillor Barber complained that the Gas Company was cutting up various thoroughfares, notably Tory-street, in laying its mains. The Mayor stated thai the City Engineer would see that the Company proporly reformed all the streets and pavements which it cut up. It was decided to remit the rates on the Convalescent Home. Accounts were passed for payment as follows : — General and waterworks purposes, £2618 17s' 5d$ tramways, £1553 2s; electric tramways, £30 11s lid; street 'widening, £10,903 Is lid. Total, £15,106 Is 3d. The Council upheld the action of the Engineer in refusing to. allow the New Zealand Times Company to make a partition in its new premises unless the girders are covered with asbestos. Councillor Tolhurst's motion that the Council rescind its resolution granting a free tramway pass to the Inspector for the Society for the Prevention of Cruelty to Animals, was allowed to stand over till next meeting.
