— — ♦ THE KANAKA BILL READ A THD3D TLME. [PBESS ASSOCIATION.] MELBOURNE, 9th November. The Kanaka Bill has been read a third time in the Federal House of Representatives. The tariff debate will be resumed towards the end of next week. (Received November 9, 9.43 a.m.) MELBOURNE, This Day. The Federal Attorney-General (Hon. Alfred Deakin) has been enquiring into the status of the Commonwealth with regard to the agreements made between the various States and the Eastern Extension Cable Company. He*waa perfectly astonished to find that none of the agreements are terminable except with the consent of both parties, therefore t the Government and the company have bound themselves for all eternity. There is a proviso for lowering rates, but all other matters can only be determined by mutual consent.
