LOCAL AND GENERAL. « In the Legislative Council yesterday the Young Persons Protection Bill was lead a second time by 20 votes to 6, and tho second rending of the School Attendance Bill was carried on tho voices. In the House of Representatives the Wellington Harbour Board Act Amendment Bill, the WoodVille County. BUI, the Invercurgill Reserves Leasing Bill, the Cydo Boards Bill, the Statutes Compilation Bill, nnd the Eight Hours BUI were resd a second time. Tho Pedlars and Hawkers Bill was rejected by 30 votes to 24. The States School Children Compulsory Drill Bill passed its Committee stage. Mi. Rowe, of thi Railway Accountants' Branch, has been appointed to succeed the late Mr. A. M. Heaton as .ohief clerk in the Railway Stores Department, and will take up his new duties on Monday next. Trooper G. R. Miller, of the Fourth Contingent, who has roceived^ a commission in the Royal Artillery, is a son of Sir Henry Miller, Speaker of the New Zealand Legislative Council. H.M.S. ATcher arrived in the harbour yesterday afternoon after a cruise around tho Southern Islands. She touched at tho Campbell Islands. Last night. an exhibition was given with the ship's searchlights, the sharp white light flashing among tho hills surrounding the harbour or piercing its way through the darkness to juggle fantastically in the clouds. The rise of the dairying industry has created a large demand for engines of from five to eight-horso power. During the last two years Messrs. S. Luke and Sons have constructed 25 5-horse power engines and eight 8-ihorse power engines for dairy factories. Four more shorse power engines are at the present time being built in the foundry. Yesterday afternoon the Harbour Board decided that it could not accept the recommendations 'of the Hutt County Council, that the latter body and the Horowhenua County Council should jointly elect one member of the Board, and that the suburban borough councils should jointly elect another member.. The Board cannot see its way to depart in nny way from the provisions of the Bill now before Parliament to alter its constitution. Wairoa is just now on short commons. Owing to the bar at the mouth of the river being in a bad state, the steamers trading from Napier have been unable to take any cargo up for about a fortnight.
