The Standard states that Chang Chihtung, one of the Yang-tso Viceroys, will on Wednesday review 20,000 foreign-drill-ed txoops, which are in readiness for any expedition. The Daily Telegraph states that Russia claims from China the expenses of maintaining 123,000 trobp3 in China, and for losses caused by the destruction of the railroad in. Manchuria. Tho claim exceeds that of Germany. Russia's action in making such a large, claim is attributable to tho rejection of the Manchurian Convention. A Shanghai correspondent reports that Liu-kuoi-yi, one of the Yang^tse Viceroys, has received a letter from the British* Government recognising his patriotism and pertinacity in opposing the conjsummatioh of the Manchurian Convention with Russia. The w Times, commenting on the fact, says there is hardly any doubt that a ' similar communication was sent to Chaaag.j Chih.-tung, another of the Yang--tse Viceroys. The letters are an indication that Great Britain is alive to thesituation, and knows^ whither most, effectively to turn for support in combating Russia's designs on China's integrity. Hope is expressed by The Times that the Foreiga Office will give the Yang-tse Viceroys substantial assurances of support.
