PROPOSED POSTAL REFORMS. [PBESS ASSOCIATION.] SYDNEY, 15th November. In his opening speech at the confereoce of permanent heads of Postal Departments to consider the federation of the postal systems, the Hon. W. P. Criok, PostmasterGeneral, advocated the establishment of penny postage and sixpenny telegrams throughout the Federation. LONDON, 15th November. The Britannic, which is conveying to Australia the Imperial troops who will take part in the Commonweal ',h inauguration, is due at Prettiautle on 14th December. She re-sails on the 16th, and is due at Sydney on the 21st.
