No war could possibly afi'ord ' more convincing oxainple of the powerful defence that may be organised in even a small population than Avhat tho Boers have accomplished by their system of careful arming, combined with organisation and military training. I have not the experience of your local conditions that would ' enable me to offer an opinion upon the details of your scheme, but it seems to promise excellent results, and I hope the money may bo forthcoming to give it a fair trial."
