POLICY Of THE GOVERNMENT. [PBESB ASSOCIATION.] PARIS, October 29. M. Waldeek-ltoußseau, the Premier, in an impressive speech at Toulouse, claimed that the Govenmieub hud re-established peace, order and justice, aud had restored the army wholly to its national mission. He justified the clemency shown to Dreyfus, and promised a law of effacement for assuring a final appeasement. Numerous dangers threatened the Republic, declared the Premier, now that the Paris Exhibition truce had ended. He advocated Ropublican actiou, and indicated that the Government would sternly repress the efforts of religious associations to usurp the authority of the State. The Premier promised to introduce a scheme to provide for workmen's pensions. The speech was greeted with applause.
