At the National Council of Women the following resolutions on constitutional reform "were carried : — That the Government be asked to bring in a Bil! that will ensure majority representation ; that to mitigate the evils which arise froni the present system of appointments to the Civil Service a Board should be appointed directly 1 by the House of Representatives, such Board to have the sole power to 'appoint all Civil Servants; that reform of the method; of nominating and appointing members of the Upper House is urgently needed, and that future appointments to the Legislative Council should be in the hands c*i people, and should be secured by ■a system of preferential voting, and the maximum number of members should not exceed thirty. There some discussion on an attack made on the Council for some pro- ! Boer remarks made by some members on the previous evening during the debate on militarism and arbitration. It hnas explained that these expression? 'were made by members, but that the Council as a whole was not committed to any opinion on the present crisis. As a matter of fact, the President had asked members to Avoid referring to the crisis.
