MARINE CERTIFICATES. TO THE EDITOR.
Sir— Re marine certificates in last night's issue, I should say the best answer for " Enquirer " is to remind him of the old proverb, " Never cross the bridge until you come to it," or, what might be more applicable to seamen, " Don't sing out before you' are hurt."
