GAMING AND LOTTERIES ACT AMENDMENT BILL.
o TO THE EDITOH. Sic— Allow me through the medium of your columns to thank the Premier for so promptly bringing in the Bill he promised. If with his accustomed energy he will see that the Bill is passed into law this session he will earn the thanks of the people of this colony. The purpose to be served by the Bill is a just, a moral, and a desirable one. On the wholo the Bill as drafted is an admirable measure, except that the penalty of £10 in clause 2 is insufficient. It should be up to £50 and imprisonment up to three months with or without hard labour. The " tote bettors" do not fear being fined ; like all detestable practices, their calling is a lucrative one. They have plenty of illgotten cash, and can spare some in paying lines. What they fear is imprisonment.; they do uot relish "hard labour "—or. as
they express it in their choice vocabulary, '"a'rd graft." With the provision I suggest the Bill will effectually prevent tlm wicked machinations of tho ragamnflins all honest peoplo abhor — nnmoly, tho insidious " totn bettors." I foel sure the Premier, knowing the 13111 will be for the good of the people of the colony, will see that it becomes law. I am, &<:., An Anxious I^atheh. 23rd September, 1898.
