Tbe monthly meetiug of the Melrose Borough Council was held last night. There were present — The Mayor (Mr. C. T. Browne), and Councillors Baylis, Wishart, Webb, Key, Clark, Tait, " Frost, and Brunskill. The following recommendations of the Public Works Committee were adopted :—: — 1. That the following works be carried out at Kilbirnie in accordance with the report of the Inspector of Works— viz., formation and metalling on the Welliugton-road and the formation of the footpath in Busacoroad. 2. That the Wellington City Council be asked to erect two electric lights — one at the intersection of Aro-street with the Hol-loway-road, Mitchelltown, and the other at the intersection with Entrance-street, Taitville, upon the same terms upon which lights were erected on the Ohiro-roud. 3. That it be an instruction to the Town Clerk to take legal proceedings in any case of deposit of building or other material upon streets. 4. That sumps be placed in the Hamilton-road, Kilbirnie, to connect with thp concrete culvert. The Finance Committee reported that the unimproved value of the borough, as per Government assessment, was £203,329, which at Id 43-100 d in the £ would produce an income for general rate purposes of £1211. That amount, being equal to a rate of 15-16 d in the £ on the capital value, was the limit of the borough rating power under " The Municipal Corporations Act, 1886." Under the heading "hospital and charitable-aid rate," the amount required for the next financial year was £198, which would require a rate of l-6d in the £ on the capital value. This was a considerable reduction on previous rales. The estimated receipts were £1813. The estimated expenditure was also £1813. The item of repairs to streets amounts to £1144, which was over £200 in excess of any previous year's similar expenditure, and went to show most markedly the great strides by which the Borough is advancing. The allocations to the different wards were as under :— lsland Bay, £278; Kilbirnie, £442; Ohiro, £423, all being substantial increases on previous allocations. The Committee recommended — 1. That in view of the very much improved condition of things notwithstanding the fact that the revenue has been based on the unimproved value, the time had now arrived for the Council to consider the advisability of raising the wages of the labourers working under the Corporation, the suggested increase to take the following form : — The two oldest employe's to receive a permanent salary of £2 8s per week throughout the year, and the others Is an hour. 2. That the rates for the ensuing year be (a) a general rate of 1 43-100 d in the £ on the unimproved value, and (b) a hospital and charitable aid rate of 1-Gd in the £ on the gross or capital value (in each case) of all ratable property in the borough. 3. That a special meetiug of the Council tj held on Tuesday, 28th June, for the purpose of making the above rates for the period commencing on the Ist day of April,* 1898, and euding on the 31st day of March, 1899, payable in one sum on the 12th day of July, 1898, at the oflice of tbe Council. The report was adopted. The Engineer (Mr. Foster) submitted a report on the proposal to form Hayes and Hafrjs streets, Brooklyn, lteferred to the Pjublic Works Committee."Mr. S. Stookbridge wrote complaining that cattle were allowed to stray in Brooklyn. The Town Clerk was direoted to employ Messrs. Grover and Prentice to look after wandering animals at Brooklyn.
