The German Emperor and the Chaplain,
. ♦ Father Steffen, Roman Catholic chaplain to the garrison of Marienwerde, Germany, has been dismissed from bis post, by order of the Minister of War, for having omitted to deliver the customary laudatory oration upon the occasion of the Emperor's birthday. When remonstrated with by the General commanding the garrison, he excused himself on the ground that he was too hoarse to deliver a sermon on the day in question. This explanation has not been accepted, however, and he has been plaoed under arrest on a oharge of lese-majesti.
