« A NEW PROPOSAL BY JOHN BURNS. [PBESS ASSOCIATION.] (Received January 5, 9.45 a.m.) London, 4th January. Mr. John Burns, M.P. for Battersea, advocates the fusion of the Trades Unions and the appointment of a Labour Bureau, consisting of Mr. G. Howell (formerly Secretary of the Trades Union Congress, and author of various pamphlets on the labour movements), Mr. U. Broadhurst, M.P., and Mr. Tom Maun, labour leader, who should also act as a Board of Arbitration for the settlement of labour disputes.
