I • Newspaper demand for a change in the command. [PEKSS ASSOCIATION.] Madbid, 31st December. Several newspapers in this city have published articles demanding that Lieut. - Geueral Azcarraga, a former Minister of "War, should replace General Weyler in cbmmand of the Spanish forces operating in Cuba. The publication of such a demand has caused a great sensation, and the Government has ordered the confiscation of the issues of the journals in question. Washington, 31st December. The Washington Post, in an article commenting on a statement by M. de Blowitz, P.aris correspondent of The Times, to the effect that the Powers could not remain passive if America continued to show encouragement to the belligerent Cubans, says that if such is th* case it is evident that the Powers have agroed amongst themselves that America must prove her ability to enforce ' the Monroe Doctrine.
