child in the extremity of distress has the right to what we can afford of a necessary relief. But thiß provision cannot be appropriately called pensions. The Eleotive Executive and the Koferendum shall have my support, if by these measures the evil effect of Party Government, of Party considerations in every question affecting the interests of the colony, can bo satisfactorily counteracted. Yours respectfully, AETHUE WARBURTON. TO THE ELECTOES OF THE CITY OF WELLINGTON. LADIES AND GENTLEMEN — The number of Voters on tho Roll exceeds 19.000. It is therefore impossible for any Candidate to see or address all tho Electors. It is not, I think, necessary to deal in < xtenso with my political views, as I have given expression to them so often during tho time I have been in publio life that you must all be familiar with them. I may, however, in again soliciting your votes, say that I am opposed to the present Administration, as I believe Ministers have used the funds of the colony improperly, for Party ends. I have always supported the enacting of Liberal laws, and shall ever be found supporting political and social reforms. Our present Education system must be maintained and extended. The mode of appointing and promoting Civil servants is unsatisfactory, and some scheme should be devised so that merit and faithful service may bo rewarded. The noxious doctrine of "spoils to the victors" should have no place in the administering of the affairs of the colony. My views on the Land, Temperanoe, and Labour questions are so well known that I do not need to refer to them. I would respectfully impress upon you the duty of recording your votes, feeling assured that if those on the Roll vote the result must be in favour of the candidates who demand pure government and honest administration, and who at the same time are prepared to maintain their independence and decline to vote as they are bid by any Ministry. lam, £c, EOBEET STOUT.
