The Aliens Act to exclude aliens who do not possess passports testifying that they have means of support and ability to work, comes into operation in January next. President Kruger, speaking at a banquet, ridiculed a statement alleging a breach of the Convention, and said if it was desired to have it changed it would be done by legitimate means. The indemnity claimed from the British South Africa Chartered Company would be limited to the actual expenses of the Transvaal, and he had, no doubt the sum would be paid. The object of the Volksraad in passing the Aliens Act was to avert an increase of the trouble. It was the duty of all to foster the mining industry. (Received November 30, 11 a.m.) Pbetobia, 29th November. The cost of labour and the dynamite monopoly have caused Mr. Barney Barnato's two principal mines to close down. Their stoppage has created a sensation throughout the Rand.
