MY attention haß been drawn to a loaflot headed " Widows and Orphans' Sayings," in which it is atatod that tho requirements of tho law as regards the investments of the funds of the Government Life Insurance Department are not being observed, and that the inrorests of tho policyholders are being sacrificod through an excessive amount being invested in Government securities. Tho circular concludes with an instruction as to the way in which poliosholders should vote " in order to proteot their earnings." This eentenoe, of course, proolaimß the real character of the leaflet, showing that it is merely issuod for the purpose of influencing 1 the General Eleotion which is now ponding. As such it would, of course, be an impropriety on my part to take any action with respeot to its issue, but apart from the obvious intention of the leaflet it has come to my knowledge that it is being extensively circulated by interested parties, to the detriment of this institution. In those circumstances it is clearly my duty to emphatically state that since the passing of tKe Government Insurance Act Amnndment Act. 1894, no new investments have been placed by this Department with tho Government of New Zealand ; on the contrary, since the date named, securities have been paid off by the Government as other investments booamo available. The statements that the moneys of this Department are being improperly used for Government purposes is devoid of foundation, and Iho requirements of the law are in 'every respeot being faithfully observed.
