I now have, in Mr. Fisher's advertisement in the columns of the Evening Post of the 20th inst., a statement of the falsehood which has been industriously circulated throughout tho City lately concerning myself and the Drainage Scheme. 2. I ask your attention to tho complete refutation of that falsehood which follows. 3. f It 18 true that when I was Mayor in 1892 a promiso was made that wherever the private connections were in accordance with the City Bylaws in force in 1890 (tho year of the Drainage Report), the cost of alteration of those private connections should be borne by the City and not by the owner. 4. It is not true that that promiso was departed from, either in the Wellington City Drainage Empowering Act, 1894, or in any other way. 5. The seventh section of the Act of 1891 contains tho following proviso : — "Provided always that nothing herein " contained shall authorise tho Council to " charge any owner with tho cost of con- " structing and laying any new draiit in place " of, or making any alteration ox addition to, " any drain, which in or subsequently to tho "month of July, 1800, was laid in accordance " with tho Bylaws of tho City for the timo " boing in force."
