MAYOEAL ELECTION. THE DRAINAGE SCHEME. I CALL the attention, of the Eatepayers to the following historic facts, and I call upon Mr. Bell to answer them :— (N. Z. Times, 3rd July, 1894.) At a deputation to the City Council on the above date the Mayor (Mr. BEANDON) said : — " In the report presented to the Council by Mossrs. Cuthbert and Ferguson there was this paragraph :— ' We have ulso provided that the Council shall bear ihe cost of making the house-connections to the neiu system whera such connections have been made to the existing system; for it would sotm unjust that propertyholders, having already made connections in accordance with the City Bylaws, should be mulcted in the . expense a second time. In cases ■where no connections exitted, or in streets xohere no drains are at present laid, the cost of connections must be borne as hitherto by the householders.' That statement was the-basis ON WHICH THE PRESENT BILL EESTED. Statements have been made, from time to time, as to representations made by his predecessor (Mr. Bell). BUT HE HAD Mb. BELL'S ASSUEANCE FOE SAYING THAT, IN REPLY TO A DEPUTATION, THE ONLY ANSWER HE MADE WAS THE READING OF THAT PARAGRAPH OF THE REPORT— THAT HE DID NOT ADD TO IT, OR TAKE AWAY FEOM IT." (New Zealand Times, 6th July, 1894.) At a public meeting at the Opera House on above date, Mr. BELL said:—" The Council, however, did not enforco the Bylaw, because the sewers were, thoy hoped, going to be replaced by another sewer ; BUT THEY PROMISED THAT IF ANY HOUSEHOLDER CONNECTED HIS HOUSE WITH THE EXISTING DRAIN, HE WOULD NOT BE PUT TO ANY EXPENSE WHEN THE NEW SEWER WAS MADE." Mark the words quoted above : — "THAT STATEMENT WAS THE BASIS UPON WHICH THE PRESENT BILL EESTED !" The Bill introduced^ Parliament by Mr. Bell, your newly - elected -Parliamentary representative (at that date), to give effoctto the pnbliely-exprcssed statements of Air. Bell as Mayor— l refer to the Wellington City Drainage Empowering Act, 18i)4r— DISTINCTLY SAYS YOU SHALL' PAY 1-OR ALL SUCH CONNECTIONS. (See Section 3 of Act.) AND YOU HAVE HAD TO PAY ACCORDINGLY. I ONLY ASK ONE QUESTION— WHAT CAN BE YOUE OPINION OF MR. BELL? . .... I am, &c., GEO. FISHER. 20th November, 1896. TO THE RATEPAYERS OF TON.J ADIES AND GENTLEMEN1. I now have, in Mr. Fisher's advertisement in the columns of the Evening Post of tho 20th inst., a statement of the falsehood which has been industriously circulated throughout the City lately concerning myself and the Drainage Scheme. 2. I ask your attention to the complete refutation of that falsehood which follows. 3. It is true that when I was Mayor in 1892 a promise was made that wherever the private connections were in accordance with the City Bylaws in force in 1890 (the year of the Drainage Report), the cost of alteration of thoso private connections should be borne by the City and not by the owner. 4. II is iiot true that that promise was departed from, either in the Wellington City Drainage Empowering Act, 1894, or in any other way. 5. The seventh section of the Act of 1891 contains the following proviso :— 'Provided always that nothing heroin " contained shall authorise ihe Council to " charge any owner with the cost of con- " strutting and lajdng any new drain in place " of, or making any alteration or addition to, <l any drain, which in or subsequently to the "mouth of July, 1890, was laid in accordance '' -with tho Bylaws of the City for the time " being in force." 6. That is an exact compliance with the promise, and any citizeu, whose private drains' were in good order as required by the Bylaws of 1890, has the right conferred on him by law to requiro that he shall be charged nothing for the reconstruction of such private drains. 7. Mr. Fisher thus stands convicted either of gross ignoranco of the law or of a deliberate attempt to circulate a false charge against myself. I have, &c, H. D. BELL. "VfOT all Mr. Bell's casuistry can explain ' away his public statements (quoted above) for which, as will be seen, I give day and date. Nor can Mr. Bell's casuistry explain away the fact, that in defiance of his public statements, which induced the Ratepayers to vote for the Drainage Loan, all have been COMPELLED TO PAT POR MAKING THEIR new connections, in spite of the' report of Messrs. Cuthbert and Ferguson (quoted above) that " it would seem unjust that PROPERTTHOLDERS HAVING ALREADT MADE CONNECTIONS IN ACCORDANCE WITH THE CITT BTLAWS SHOULD BE MULCTED IN THE EXPENSE A SECOND TIME.
