Germany and Austria are both much disconcerted at the frigid and laconic replies in Frenoh by the Tsar to the effusive speeches delivered by the Emperor of Germany at the banquet given in honour of the Tsar's visit here. Pabis, 9th September. The newspaper L'Eclair asserts that, acting on the advice of her physician, the Tsarina will not accompany the Tsar on his visit to Paris.
