London, Ist Soptomber. In the House of Lords, the Marquis of Salisbury said negotiations were proceeding with France with reapoot to both banks of the Mekong, in Siam. The tendency of Franoe and China was, he said, no doubt to underrate the claims of Great Britain, but the matter was being discussed in a friendly spirit, and to his mind a satisfactory result would ensue. (Received September 2, 10.40 a.m.) London, 2nd Sepember. Lord Salisbury claims that Kiengoheng and both sideH of the Upper Mekong were tributary to Burmah, and belong to England. ___^___^____
