Sir William Zoal, President of tho Legislativo Counoil, giving evidence as an engineering expert, paid if many of the present non-paying lines Jiad been oonstrnoted on the narrow gauge principle they would be paying now. He said no diffioalfcy wonld arise owing to the breaking of the gauge. He recommonded the Government to call for tenders from persons willing to construct narrow pangs lines, work them for a year or two, and then hand them over to the Government.
