THE SULTAN'S ARMENIAN REFORM SCHEME. [SPECIAL.] London, sth August.
Ihe Sultan's reply to the demands of tho Powers proposes that Christian - assessors shall assist in the appointment of subgovernors and mayors ; that the gendarmerie and polioe shall be equally composed of Moslems and Christians, in accordance with population ; and that there shall be an improvement in the prisons system. Sir Philip Currie, British Ambassador at Constantinople, has demanded the immddiate release of the Armenian political prisoners. The Powers will appoint a Commissioner. Baron Cullay, tho Austrian diplomat, has been suggested for the post.
