Sir — As a tept of practical politics from a Liberal Administration, the following ia suggested : — The Beer Duty, aocording to tbe preamble of the Aot that authorised that duty, is for the purpose of making pood deficiencies in the publio revenue. Tbis is in 1880. For the last three or f our ye irs our Liberal Government has announced various surpluses ; this being bo, the beer duty per se ia ultra vires, and the retention a gross injustice to a olass — the " 'orny-handed "—" — who mostly are credited with supporting this "Liberal Confederation." lam, &c, Cbbbirps.
