(Special. — Eeceived May 9, 8 a.m.) Paris, Bth May. M. Delonolo is anxious that a Congress of Powers be summoned to settle the Nile dispute, and being desirous that France should seoure the aid of Germany, sugsjeits that the Kaiser be asked to act as arbitrator.
