CREATING A NAVAL RESERVE.
I SPECIAL."! (Received April 23, 11 a.m.) 'London, 22nd April. Lord Brassey, in a letter to The Times, suggests that the Admiralty should seleot certain merchant vessels, and pay a premium for each apprentice, as the cheapest means of supplying a reserve. The exporiment in regard to the selection of apprentices had already been tried, and showed that in four yoars 113 boys had been taken [ ?u vessels in colonial waters.
