Sib — I notice the Railway Bill provides that tho Commissioner and others who r/ero in the Civil Servico before the passing of ■'The Government Railways Act, 1887," shall be deemed to be in the Civil Servico of the colony ; bnt should not the younjjer fry, clerks and others, who have passed the Civil Service examination, bo also deemed to be iv tho Civil Service? As I read tho Bill, they will bo amongst those "deemed to bo servants and employes of Her Majesty." Do you see tho difference .- I am, <iv , Set Square.
