I (Received September 18, 1.20 p.m.) London, 17th September. Lord Hothfield, a Liberal loader in Westmoreland, has seceded from the Party, and announced that in future he will be a bitter opponent. He explains that the change is due to the Budget proposals introduced by Sir Win. Harcourt.
