Tho clause was agreed to. Tho Hon. Mr. Montgomery movod another new clause, to enable the Otajro Harbour Board to raise the rates from 3s to 5s per ton. Progress was reported in order to consult Mr. Speaker as to whether the clause, rotating as it did to a local subject, <Sould bo inserted in a Public Bill. Tho Speaker ruled that the Council had power to insert a clause relating to a local question in a Publio Bill, but said such a course would prove inconvenient and highly objectionable. Tho Hon. Mr. Montgomery, with a view to afford the Dunedin Harbonr Board an opportunity to bring in a Local Harhour Board Bill this sossion, deforrod the third roading. NATIVE BILLB. Tho Ngaero and Othor Native Claims Adjustment Bill was road tho socond timo. THE TRAMWAYS BILL. This Bill was oommittod. Clause 2, ropoaling various Tramways Aots, was postponed, on tho motion of the Hon. Mr. Montgomery, who said the City Council of Wollington could not carry ont its contract with the Tramway Company without asking the oonsont of the ratepayers. Some progress having been made with the Bill, progress was reported, with leave to sit again. The Council adjourned to Tuesday.
