? THE QUEEN'S PROROGUING SPEECH. I UNITED PRESS ASSOCIATION. I London, 25th August. In the Quebs'i Speech proroguing Parliament reference is made to Great Britain's relations with foreign Powers, which aro of a peaceful nature, but at tho same time it ia regretted that the questions between France and Great Britain with reference to affairs in Africa are not settled. Negotiations, it is said, are proceeding for the settlement of the difference. With reference to the question of the Franco-Siamese Troaty, it is believed that a speedy and successful arrangement will shortly be made. Gratification is expressed at tho Conference in Canada, which is thought likely to strengthen the union between the oolonios and the Mother Country. The Speeoh goes on to say that in Ireland order has been maintained to a remarkable degree, though difficulties exist, which the Government is earnestly considering.
