SOUTH AFRICA. BRITISHERS AND THE TRANSVAAL GOVERNMENT.
I UNITED PRESS ASSOCIATION. I Oavktoitn, 23rd Judo. British residents in the Transvaal intend to petition the Imperial Government, insisting that they Bhonld not be compelled to perform military service. The Transvaal Parliament has agreed to exempt foreigners from military service on payment of a war tax. The Boers are exercising censorship over press messages. Sir Henry Loch is proceeding to Pretoria, the capital of Transvaal, on business connected with the annexation of Swaziland. His Excellency baa declined to be the guest of the Transvaal Government during his visit.
