PETONE BOROUGH COUNCIL.

An ordinary meeting of tho Pntono Borough Council was held la6t ovoning. Present— Tho Mayor (Mr. R. C. Kirk), Councillors Jackson, Corner, Gaynor, Lusty, Austin, and Burnley. Leave of absence was granted to Councillor Whitehead. On the motion of the Mayor, it was dccidod to hold a special meeting on the 14th May to confirm tho bnrgesa list. The deed of agreement between the Hutt Park Railway Company and the Council was read, and on motion of the Mayor, it was decided to affix tho Council's seil to it. Bofore reading the draft of the Empowering Bill to bo submitted to tho House of Representatives, the Mayor moved that tho Borough Engineor be requested to confer -with Mr. Higginscii as to the drainage scheme, and to report that gentloman's opinion to the Counoil. Councillor Austin submitted that the opinion of an expert other than Mr. Higginson should be obtained, 11 nd suggested that Mr. Cuthbert's name be substituted. Councillors Burnley and Gaynor also opposed the Mayor's motion as put. Tho Mayor, in reply, considered that the opinion of Mr. Higginson should be obtained on the sohemo as nlodified. but ho would also support a motion to obtain an opinion from the best taient obtainable. Tho motion was then put and agreed to. The draft of the Empowering Bill, prepared by the Mayor, was then read. Its main features are that a majority of two-thirds of the total votes recorded shall carry the poll, and that a polling booth be opened in Wellington for the convenience of property owners residing in the City and Petone residents engaged in Wellington during tho day. The Works Committee recommended— l. That the Engineer be instructed to supply 100 printed copies of contract conditions. 2. That an advertisement be inserted in the local paper cautioningall persons to pay (ho dog tax within one week, or they will bo liable to be proceeded against. 3. That a sump be placed at the corner of Jacksonatreet and Fitzherbert-stroet, and connected with the drain, and another at the corner of Beaoh street; and that the footpath between the railway crossing and the Koro Koro bridge bo raised. 4. That the Counoil approve of the deed prepared by tho Borough Solicitor hs to Waltonvillo sections. 5. • — That the Borough Solicitor write to the directors of the Hutt Park Railway Company asking them to agree to keep the present crossings in repair, and to make further crossings, if necessary, at the junctions of streets, and also give the Council the right to pass pipe drains underneath the railway line. In moving tho adoption of the report, the Mayor stated that reoommondation No. 5 was embodied in the agreement with the Hutt Park Railway Company. Tho report was adopted. The tender of Mr. Mayo and Gadsby Bros, were accepted for the supply of grocery and meat rations, respectively. The Finanoe Committee reported the bank overdraft to be 13s 4d ; rates collooted to 31st March, £797 5s 4d ; outstanding rates, £65 3b sd. Tho Commitfceo rocommended that £26 10s, the amount of rates owing by Mr. E. Barbor, bo remitted in respect of tho clearing of tho drain, in lieu of the sum of £23 offered two yearß ago for the work, 1 in order to settle the disputed account. Tho repott was adopted. Aooonnts were passed for payment to the amount of £109 Is b'd The Counoil then went into committee to consider the draft of tho Empowering ' Bill.
