AN EXCUSE FOR EASING THE BURDEN. I special. I (Received April 10, 11 a.m.) Rome, 9th April. During their meeting at Venice the Emperor of Germany told King Humbert of Italy that the peaceful condition of Europe permitted Italy to reduce her military expenses without its entailinp loss of prestige.
