In reply to a deputation Lord Rosebery said he recognised the great importance of a conference on tbo extension of tbe Act of 1873 as suggestod, bnt he pointed out that a very wide application of the provisions of that measure might infringo the rights of foroign nations. Mr. Reid, of Victo ia, Bail if the Aot applied too widely they might confine the concession to Canada, Australasia, and Cape j Colony. Lord Boaebery promised that the question would receive tbo careful mid earnest consideration of the Government at an early date
