SPAIN AND THE SULTAN. I SPECIAL. | (Reoeived February 27, 11 a.m.) Madrid, 23th February. The Spanish Government insists on the payment of sterling as indemnity for the attack on Melilla, bat the Sultan of Morocco has replied that he is unable to exceed .£200,000.
