The Hon. W. H. REYNOLDS moved— " That the Counoil, at its rising, adjourn to Tnesday next." Ho took this step beoanse there really was no business before the Council, nor was there a likelihood of any till the Financial Debate had been concluded After discussion, it was derided that the Council, on its rising, should adjourn to Wei Inead&y, tha 26th inst. NATIVE AFFAIRS. The Westlandand Nelson Native Reserves Act 1887 Amendment Bill (Hon. H. K. Taiaroa) was read the first time. After some discussion, the motion of the Hon. E. C. J. STbVfcNS-"That it is expedient that the present position of thu Middle Island Native land claims, and the measures taken for the settlement of the same, should be explained to the Council " — was agreed to. INSTITUTE OF JOURNALISTS. The Hon. W. M'CULLOUGH moved tbe second reading of the New Zealand Institute of Journalists Bill, to incorporate the Institute, and to procure the elevation of and secure the status of journalists in the colony Any measure having for its object the advancement of journalists must necessarily prove of inoa'oulable good to the people at large. The Hon. H, SCOTLAND'S objection to the Bill was that it set up a spirit of exolusiveness and favouritism, and that it fostered the system of olose guilds. On the question being put, the Hon. S. E. SHKIMSKI called for a division, and immediately afterwards rose and complained that the Hon. W. M'Cullough had called him a " humbug." The Hon. W. M'CULLOUGH explained that whilst he had certainly said what had been attributed to him he had said it only in jest. The second reading was carried by 23 to 3, its opponents being Messrs. Scotland, Shrimski, and Swanson. The Council adjourned till the 26th inst.
